Terms of Use

For broadcasters and rights holders. This app helps people find publicly available YouTube live streams on a map and plays them through YouTube's official player. We do not copy, re-broadcast, or store any video. To request that your stream be removed, use the content removal form. We will review and stop showing the stream promptly. You do not need to install the app.
1. Acceptance
These Terms of Use (the "Terms") govern your use of LiveAtlas (the "App"), an iOS app provided by RuLa Gems (the "Developer"), together with the server that delivers data to the App (collectively, the "Service"). By downloading or using the App, you agree to these Terms.
Even if you do not use the App, Articles 8 and 11 apply to you if you access the server from which the Service publishes its data files (live.rulagems.org).
2. Overview
The Service gathers publicly available live camera streams onto a map and lets you play a selected stream inside the App. It provides map browsing, favorites, rankings, and related features.
The Service does not broadcast video. What we publish is not the stream itself but a reference to it (a video identifier) together with descriptions written by the Developer (display name, place, tags). Playback is performed by each source's official player.
3. About the streams we list (important)
Copyright in the video belongs to each broadcaster. The Developer claims no rights in any stream.
We list a stream only under the following conditions:
- Only streams whose owners have enabled embedded playback (we verify this setting programmatically)
- We do not copy, store, re-broadcast, or modify any video
- We do not remove or replace advertising
We accept removal requests regardless of the reason given. We may ask you to identify yourself as the rights holder, but when in doubt we stop showing the stream first and confirm afterwards.
When a stream ends or becomes unavailable, the Service removes it automatically. Streams we cannot verify for a period of time are not kept on the map.
4. Free and paid (LiveAtlas Pro)
The App's core features are free. Every live camera we list remains viewable for free.
- LiveAtlas Pro is a one-time (non-consumable) in-app purchase that removes the limit on favorites

- Feature contents may be added or changed in future updates
5. Purchases and refunds
All purchases and refunds are processed through Apple's App Store and are subject to Apple's terms and policies. For refunds, please contact Apple Support.
6. Data charges
Using the App requires an internet connection. Playing live video consumes a large amount of data, and on metered plans this can result in high charges.
Data charges are borne by you. Depending on your connection, playback may be interrupted or the picture quality may drop.
The App cannot select the playback quality. Playback is performed by the source's official player, and quality is determined by that player and your connection.
When the App detects a metered connection or Low Data Mode, it asks before starting playback (this can be changed in Settings).
7. Prohibited conduct
You must not:
- Reverse engineer, decompile, or disassemble the App
- Copy, modify, or redistribute the App
- Record, copy, or re-broadcast any listed stream without the rights holder's permission
- Use the Service for any unlawful purpose
8. Access to the published data files
The Service publishes information about the listed cameras as static files on the internet (live.rulagems.org). These exist so that the App can work; being publicly reachable does not make them free to use.
- Access to this server is limited to use through the App. You may not retrieve these files from any other application or service, or by automated means
- You may not incorporate the retrieved files into a third-party application or service, and you may not use them for commercial purposes, whether or not you charge for it
- We may restrict access without notice if we detect excessive requests
- The contents, format, and availability of these files may change or stop without notice
This article governs access to the Service. It does not restrict use of the underlying source material itself; Article 11 covers how that material is handled.
9. Disclaimer of warranty
The Service is provided "AS IS", without any warranty, express or implied, including merchantability, fitness for a particular purpose, and the accuracy, completeness, or timeliness of information.
The streams we list belong to third parties, and we cannot guarantee that they will continue. A stream may stop without notice, be deleted by its broadcaster, change in content, or break.
We do not warrant the content of any stream. By the nature of live broadcasting, the Developer cannot review content in advance. If you find inappropriate content, please tell us through the content report form.
10. About the locations shown on the map (important)
Locations on the map are approximate and not accurate. We infer a place name from the stream's title and similar text, then apply coordinates from a public place-name database. This may differ from where the camera is actually installed.
The error is larger in these cases:
- Cameras outside Japan. Place-name data at the venue level is sparse, so a camera may be placed at the centre of a city (an error of several kilometres or more)
- Cameras filming a distant view from a rooftop or another location. What is filmed and where the camera sits are different places
- Cameras whose title contains no place name, or several
Several cameras may appear stacked at the same point. That is the result of not being able to narrow the location down.
The Developer gives no warranty as to the accuracy or completeness of these locations and accepts no liability for any loss arising from such discrepancies.
Do not rely on the Service for any purpose requiring accuracy, including navigation, traffic, disaster response, safety management, emergency operations, or identifying a property or filming location. Always verify important information against primary sources.
If you notice a clear error, please tell us through the app support form. We correct them as we go.
11. Intellectual property
Intellectual property rights in the App belong to the Developer or the respective rightsholders. These Terms do not transfer any intellectual property rights to you.
What the Developer authored. The value of the Service lies in choosing which streams to list and in classifying them. The following judgements are the Developer's own:
- selecting which streams to list, including confirming that a stream is still watchable
- verifying that embedded playback is permitted
- assigning tags and categories
- the display names written by the Developer, and the judgement of where on the map each stream belongs
The resulting list is a compilation authored by the Developer. You may not redistribute it, in whole or in part, or incorporate it into a third-party application or service.
What the Developer does not claim. The Developer claims no rights in the source material the Service uses. These Terms impose no restriction on that material beyond the terms under which it is originally offered.
- Video, and video identifiers and titles, belong to the respective broadcasters and to YouTube
- Place names, coordinates, and other third-party data belong to their respective providers. The terms they are offered under are listed on the Attributions page, and anyone can obtain them from the original source under those same terms
Third-party data and services used by the Service are credited on the Attributions page.
12. Changes to these Terms
The Developer may update these Terms as needed. Material changes will be announced on this page, and the "Last updated" date above will be revised. Continued use after changes constitutes acceptance of the revised Terms.
13. Governing law
These Terms are governed by and construed in accordance with the laws of Japan.
